A Paul Pierce 3-pointer tied it at 121 late in the first OT and when neither team could score it went to a second extra session.
The Celtics had the final possession of the second overtime, trailing by a point, but Turner missed a contested jumper from the elbow before the buzzer sounded.
The loss ended Boston's three-game win streak. The Celtics beat the Wizards, 101-93, on Sunday at TD Garden.
